New Article on CBDC Legal Frameworks. Filippo Zatti published a new article in Strani pravni život (Vol. 69, No. 4, 2025), Serbia's leading journal of comparative law. In his paper, "FROM LEGAL TENDER TO PROHIBITION: COMPETING PARADIGMS IN CENTRAL BANK DIGITAL CURRENCY LAW," he contrasts regulatory approaches to CBDCs across jurisdictions, ranging from adoption as legal tender to outright prohibition. This analysis offers valuable insight for policymakers and legal scholars seeking to understand the diverse global landscape of CBDC regulation.

EBI Academic Debate on PSD3/PSR framework. Our scientific coordinator hosted by the EBI for an academic debate on October 28, 2025, examining the PSD3/PSR framework. Following the European Parliament and Council's agreement in summer 2024, this webinar explored the regulatory transition from PSD2 to the new PSD3/PSR regime. The debate was moderated by Prof. Christos V. Gortsos and, other than our scientific coordinator exploring the Digital Euro's Legal Architecture, featured two distinguished panelists: Prof. Christian Hofmann (National University of Singapore) discussing payment services liability and Prof. Louise Damkjaer Christensen (University of Southern Denmark) addressing consumer protection. The discussion focused on key regulatory aspects including authorisation regimes, prudential supervision, and the broader impact of technological developments on payment services. The debate is available on the EBI YouTube channel, along with the panelists' presentations.
